The title list for news and photo agencies is a provision that was rearranged in 2024.

The 2024 Amendment

By Article 4 of Presidential Decision No. 8624 published in the Official Gazette of 6/6/2024, No. 32568, the phrases “In newspapers published at fortnightly intervals and magazines published at intervals of more than 15 days” in the first and second paragraphs of Art. 24 were changed to “At news and photo agencies”.

The Definition of an Agency — Art. 4/i

News and photo agencies: private or semi-official organisations that carry out the gathering of news, photographs and footage in order to deliver the events occurring around the world and the country to their customers, primarily other media organisations, and that meet their costs by selling news, photographs and footage to their subscribers.

The Titles Absent from the Agency List

Regular Publication at Agencies — Art. 4/g

For news and photo agencies the regular publication requirement is expressed in days, not issues: publication must not be interrupted for a total of more than two days within one year.

Article 24 was converted by Presidential Decision No. 8624 of 6/6/2024 from the provision on fortnightly publications into the provision on agencies.
