Anadolu Agency is the only organisation with a provision of its own in the Press Card Regulation — and its list is the most orderly title hierarchy in the legislation.

Article 23 was amended together with its heading by Article 3 of Presidential Decision No. 8624 published in the Official Gazette of 6/6/2024, No. 32568.

No Quota Is Laid Down
The heading of Article 23 is only “the titles that may obtain a press card at Anadolu Agency” and the provision contains no quota rule. By contrast, there are detailed quota rules for news and photo agencies in Art. 24/2.
Titles Peculiar to the Agency
The following titles appear in the Press Card Regulation only in the Anadolu Agency list:
- News directors and directors
- Advisers, deputy advisers and publication consultants
- News planning managers
- Regional managers and regional news managers
- All occupational titles with the prefixes chief, senior and assistant
