The founding statute of Turkish press law is Press Law No. 5187 of 9/6/2004. In 2022 internet news sites and the press card were brought within its scope by Law No. 7418. This guide takes the Law article by article.

1. The Framework of the Law

Article 3: the press is free. That freedom includes the rights to obtain information, to disseminate, to criticise, to comment and to create works. Limitation is possible only in conformity with the requirements of a democratic society and on the grounds listed in the article.

2. The Imprint and the Responsible Editor

3. The Declaration and Delivery

Article 10: the printer is obliged to deliver two signed copies of every publication they print to the Chief Public Prosecutor's Office of the locality on the day distribution or publication takes place. (Added paragraph: 7418) Content published on an internet news site is preserved for two years in a way ensuring its accuracy and integrity.

4. Liability

Article 12: the owner of a periodical, the responsible editor and the author may not be compelled to disclose any source of news, including information and documents, or to give evidence on that subject.

8. Internet News Sites

Art. 2/m (Added: 7418): a periodical established and operated in order to present written, visual or audio content in the nature of news or comment at certain intervals in the internet environment.

9. The Press Card

Additional Article 1: the press card is an identity document of an official character. It has five types: post-linked, fixed-term, temporary, free and permanent. Additional Article 5: the Press Card Commission consists of nineteen members; the term of office of the members is two years.
