The Press Card Quota of Anadolu Agency
Art. 23 does not lay down a quota limit; the heading of the provision is only “the titles that may obtain a press card at Anadolu Agency”. By contrast, there are detailed quota rules for news and photo agencies in Art. 24/2. We covered the detail in the title list at news and photo agencies and in press card titles at Anadolu Agency.
Conclusion
The chief reporter is a grade of seniority that appears in the Press Card Regulation only in the Anadolu Agency list. Sub-paragraph 23/1-f lists chief reporter, chief photojournalist, chief cameraman, chief graphic artist, chief editing operator and chief broadcaster together. At the agency the titles have four grades — chief / senior / plain / assistant — and no press card is given to those who do not work in the news field.
