The basic statute of broadcasting in Turkey is Law No. 6112 of 15/2/2011 on the Establishment of Radio and Television Enterprises and Their Broadcasting Services. Article 6/1: there may be no prior interference with the content and broadcasting of broadcasting services and the content of broadcasts may not be supervised in advance. That is the broadcasting counterpart of the prohibition of censorship in Art. 28/1 of the Constitution.

Art. 34/1: the Supreme Council is an impartial public legal person with administrative and financial autonomy; it consists of nine members and the members are elected by the plenary of the Grand National Assembly. The term of office is six years; one third of the members is renewed every two years.

The Constitutional Ground
The last sentence of Art. 26/1 of the Constitution: this provision does not preclude making transmissions by radio, television, cinema or similar means subject to a system of permission. Art. 133/1: establishing and operating radio and television stations is free within the framework of the conditions to be regulated by law. Art. 133/2 provides that RTUK consists of nine members and that the members are elected by the plenary of the Grand National Assembly.
