What content a channel may broadcast depends on the type of broadcast in the licence it has obtained. The Law recognises two types.
The Subject of the Article - Art. 14
Article 14, headed general and thematic broadcasting, governs the broadcast type of media service provider organisations. The Law divides broadcasting services into general and thematic and provides for the type to be shown in the licence.
| Type | Character |
|---|---|
| General broadcasting | Mixed content not limited to a particular subject or genre |
| Thematic broadcasting | Broadcasting directed at a particular subject, genre or target audience - news, sport, music, documentary, children and the like |
Its Connection with the Licence
The broadcast type is stated in the broadcasting licence given under Art. 27. Licence types and durations are a separate subject; we cover the detail in the licence types guide.
The Regional/National Distinction Is Different
We cover all the definitions in the definitions guide.
Why Does It Matter?
- The calculation of advertising time may vary according to the broadcast type.
- The European works quota obligation does not apply in the same way to all channels.
- The broadcast type and area of coverage affect the calculation of the licence fee.
- A channel broadcasting outside its thematic field may be deemed in breach of the conditions of the licence.
We cover the calculation of the licence fee in the licence fee guide.
Summary

The type is shown in the broadcasting licence and has an effect on the calculation of advertising time, quotas and the licence fee. The general/thematic distinction concerns content, the regional/national distinction the area of coverage.
