The Press Card Regulation is not a career plan; but when the title lists are read, the grading of the industry becomes clearly visible.

The Clearest Hierarchy: Anadolu Agency

Art. 23 arranges six occupational branches in four grades of seniority:

There Are No Promotion Conditions in the Legislation

The Start: Traineeship

We covered the position of traineeship as regards the press card in whether a trainee journalist can get a press card.

Types of Press Card and the Career

As a career progresses the type of press card may also change. Art. 6 of the Press Card Regulation lists five types:

TypeSub-paragraph
Post-based press cardArt. 6/1-a
Fixed-term press cardArt. 6/1-b
Temporary press cardArt. 6/1-c
Free press cardArt. 6/1-ç
Permanent press cardArt. 6/1-d

Employment Rights

Seniority is decisive for a journalist’s severance pay, notice periods and pay rights. We covered the regime of Law No. 5953 and the annulment decisions of the Constitutional Court in the employment rights of journalists.

Notify a Change of Title

In publications publishing official announcements a change of title is notified over İLANBİS within 3 working days (Official Announcements and Advertisements Regulation Art. 22).

Conclusion

The clearest career hierarchy in the legislation is at Anadolu Agency: four grades — assistant → plain → senior → chief — across six occupational branches. At newspapers and internet news sites the grading can be read as field → desk → section → field management → editorial → publication management → administration → ownership. The Press Card Regulation does not govern promotion conditions; those are matters for the employment contract and the organisation’s own rules.
