The Clearest Hierarchy: Anadolu Agency
Art. 23 arranges six occupational branches in four grades of seniority:

As a career progresses the type of press card may also change. Art. 6 of the Press Card Regulation lists five types:

Notify a Change of Title
In publications publishing official announcements a change of title is notified over İLANBİS within 3 working days (Official Announcements and Advertisements Regulation Art. 22).
Conclusion
The clearest career hierarchy in the legislation is at Anadolu Agency: four grades — assistant → plain → senior → chief — across six occupational branches. At newspapers and internet news sites the grading can be read as field → desk → section → field management → editorial → publication management → administration → ownership. The Press Card Regulation does not govern promotion conditions; those are matters for the employment contract and the organisation’s own rules.
