The period is one month. Art. 36 of the Press Card Regulation is a single sentence: changes in the workplace and title of press card holders or of persons who have applied for a press card are notified in writing to the Directorate by the press member and by the owners of the media outlet within one month of the date of change.
Who Notifies?
What Is Notified?
| Change | Example |
|---|---|
| Title | A reporter becoming an editor; an editor becoming managing editor |
| Workplace | A move to another media outlet |
The duty covers not only card holders but also persons who have applied for a press card. So someone whose title changes while their application is pending must notify too.
Notification and Return Run Together
The notification in Art. 36 is separate from the return duty in Art. 37, and both run in the same period:
| Duty | What is done | Period | Article |
|---|---|---|---|
| Notification | The change is notified to the Directorate in writing | 1 month | Art. 36 |
| Return | The card is physically returned to the Directorate | 1 month | Art. 37/1-a |
Notification Is Part of the Outlet's Conditions Too
The notification duty is also listed among the conditions a media outlet must meet. The final subparagraph is the same for every type of outlet in Chapter Four:
| Outlet | Article |
|---|---|
| Newspapers and magazines | Art. 15/1-h |
| News and photograph agencies | Art. 16/1-d |
| Private radio and television | Art. 17/1-ç |
| Internet news sites | Art. 18/1-g |
An Outlet That Fails to Notify Properly Is Warned
Art. 42/4 attaches a separate consequence: the owner of a media outlet that does not notify in accordance with the procedure is warned by the Directorate.
The List Requested on Audit
Under Art. 42/2, media outlets send, at the Directorate's request, approved lists containing the name and surname, title, press card number and contract - or collective agreement, where applicable - details of their press-card-holding employees.
Do Not Confuse This with Other Notifications
The same title change can generate three separate notifications under three different sets of legislation:
| Legislation | Period | To whom |
|---|---|---|
| Press Card Regulation Art. 36 | 1 month | Directorate of Communications |
| Law No. 5953 Art. 9 | 15 days | Regional Directorate of Labour, the civil administration, the union |
| Official Announcements and Advertisements Regulation Art. 22 | 3 working days | Press Advertising Agency - ILANBIS |
Each runs separately and none substitutes for another.
Summary
- Changes of workplace and title are notified to the Directorate in writing within one month.
- Both the press member and the owner of the outlet are under the duty.
- The notification is separate from the duty to return the card within one month.
- Failing to notify counts as a breach of the outlet's conditions and can lead to cancellation of cards.
