The period is three working days. Under Article 22 of the Regulation on Official Announcements and Advertisements, newspapers and online news sites must transmit the information and documents relating to their editorial staff to the Agency through İLANBİS within three working days at the latest of the transaction being carried out.

Which events must be reported?

The article lists four groups of events, all subject to the same three-working-day period:

In practice the item most often missed is the title change. Making a reporter a web editor, or redefining a page secretary as an art director, is also subject to notification; even though the person has not changed, the roster breakdown has, and the Agency needs to know.

Why so short?

The minimum staffing condition is one that must be met continuously. When a member of editorial staff leaves, your roster falls short that day; the short notification period allows the Agency to follow the position as it stands.

The consequence is this: you cannot postpone filling a vacancy until after the notification. For as long as the roster is short the condition is not being met, and that is assessed in terms of the right to publish.

The channel: İLANBİS

The article also determines the channel: the information and documents are transmitted to the Agency through İLANBİS. A notification made by hand or by correspondence may therefore not be treated as satisfying the obligation unless it is made through the system.
