For official advertisements the waiting period is measured not in months but in issues — and the longer the publication interval, the fewer issues are required.
The Issue Table — Art. 80/1
In order for newspapers and magazines to acquire the right to publish official advertisements, the following minimum numbers of issues must have been published, in accordance with their publication times, counted from their request to publish:

The Upper Limit — Art. 80/2
So four-monthly, six-monthly or annual publications cannot receive official advertisements — even if the waiting period is completed.
Special Issues — Art. 81
A newspaper or magazine that brings out a special issue during the waiting period may be given official advertisements for at most 2 special issues.
The Advertisement Right During the Waiting Period — Art. 10/2
Newspapers and internet news sites that hold the right to publish official announcements, or that are within the waiting period in order to acquire that right, also hold the right to publish official advertisements. We covered the detail in the right to publish only official advertisements.
Combining Issues — Art. 84/2
Newspapers and magazines that have acquired the right to publish official advertisements and that are published at least once a month or more frequently may combine 2 of their issues, not more than once in the same year.
