The place where an official announcement is to be published cannot be freely chosen: the Law determines both the intermediary and the geography.
The Basic Rule — Art. 31
Official announcements are published through the branches of the Press Advertisement Agency within the municipal boundaries of the places where such branches exist.
In places where the Agency has no branch, the governorships act as intermediaries in the publication of official announcements.

The Obligation of Periodicals — Art. 31/3
Periodicals publish the official announcements they receive in time. They may not refuse to accept those announcements without justified cause.

Internet News Sites — Art. 45/A
(Added: 13/10/2022-7418/21) — With the exception of those published in the Official Gazette, the official announcements whose publication is mandatory under laws, Presidential decrees and regulations, and the announcements and advertisements that the offices and bodies referred to in sub-paragraph (b) of Article 29, the other institutions established by law or by Presidential decree, or their affiliates will have published on internet news sites, are published only through the Press Advertisement Agency.
Permission for Copying and Commercial Use — Art. 45/A-2
The copying, publication, causing to be published and making the subject of commercial activity of the announcements and advertisements published through the Agency is subject to the permission to be given by the Agency. The procedures and principles concerning the application of the provisions of this paragraph are determined by the General Assembly.
The Announcement Portal Obligation — Art. 45/A-3
Under laws, Presidential decrees and regulations, the announcements of the institutions and organisations attached to the Presidency, of the ministries and of the institutions and organisations attached to, related to or associated with them, and of other institutions and organisations, whose publication on their own website is mandatory, must additionally be published on the Press Advertisement Agency Announcement Portal. No fee is charged for the publication of those announcements on the Press Advertisement Agency Announcement Portal.

The Service by Publication Exception — Art. 33
The announcements to be published under the Service of Notices Law No. 7201 must be published in the newspaper designated by the authority issuing the notice. We covered the detail in how service by publication is published.
Places Outside the Field of Duty of the Agency
Regulation Art. 117: in places left outside the field of duty of the Agency by decision of the General Assembly, the procedures concerning official announcements are carried out by the governorships, applying the relevant provisions of this Regulation. Conclusion
Official announcements are published through the branches of the Agency within the municipal boundaries of the places where a branch exists, and through the governorships in places where there is no branch. Periodicals must publish the official announcements they receive in time and may not refuse to accept them without justified cause. Official announcements and advertisements on internet news sites are also published only through the Agency; the announcements of public institutions whose publication on their own sites is mandatory are additionally published free of charge on the BİK Announcement Portal.
