The Full Text of the Provision — Art. 117

In places left outside the field of duty of the Agency by decision of the General Assembly, the procedures concerning official announcements are carried out by the governorships, by applying the relevant provisions of this Regulation.

Who Determines the Field of Duty?

The provision expressly gives the power to the General Assembly: the places to be left outside the field of duty of the Agency are determined by decision of the General Assembly.

The Branch Distinction in the Delivery Obligation — Art. 35/2

The geography of branches is also taken into account in the delivery obligation: newspapers published in the provincial centres of branches whose activities relating to the services of the Agency are carried out by another branch of the Agency, and newspapers within the scope of Art. 31/1-(c) and (ç), are obliged to deliver their printed copies to the branches of the Agency by 16.00 on the third working day following the day of publication. The Commission Rate Does Not Change — Art. 116

The commission rate to be applied to official announcements and advertisements and to private announcements and advertisements is 15%. That rate is the same in places where the procedure is carried out by the governorship. We covered the detail in what the BİK commission rate is.

But the rules to be applied do not change: the relevant provisions of this Regulation are applied as they stand.
