The press traffic card is a separate card issued in connection with the press card. Art. 44 of the Press Card Regulation governs it in three paragraphs.
Who Can Get One?
The first paragraph is clear: a press traffic card may be issued to press card holders on request. The precondition is therefore holding a valid press card; the traffic card cannot be obtained on its own.
The Procedures Are Set by Two Bodies
The second paragraph provides that the procedures and principles for issuing and using the card, the facilities it will provide, and its withdrawal where necessary, are determined jointly by the Directorate and the Ministry of Interior.
Not Issued to Foreign Media Members
The third paragraph draws a firm line: press traffic cards are not issued to foreign media members.

This is the second limit in the Regulation for foreign media members; the first is that a permanent press card cannot be issued to them (Art. 14/3).
Letting Someone Else Use It Has Heavy Consequences
The consequence is not confined to the card that was lent; it takes the main card with it. We cover this in letting someone else use your press card.
If the Press Card Ends
Since the traffic card is tied to the press card, cancellation or return of the press card affects it too. Under Art. 37 the card is returned within one month on a change of workplace or title, on leaving a job and on cancellation.
