All the correspondence between the Press Advertisement Agency and a newspaper passes through a single system: ILANBIS.
The Definition - Art. 4/i
ILANBIS (the Announcement Information System): the system in which official announcements and advertisements are taken from advertisers electronically, distributed to periodicals, and the procedures relating to the qualities and duties imposed on periodicals by the General Assembly are carried out.

The Legal Value of Notifications - Art. 13
Three consequences follow:
- A notification may not be contrary to the truth or misleading - otherwise a sanction comes into play.
- A notification does not provide a vested right - a declaration gives rise to no right until it is verified in an inspection.
- A notification does not constitute a presumption of correctness - the Agency is not bound by the declaration and carries out an inspection.

The Notifications That Must Be Signed
The Regulation requires a signature for some notifications. The definition of a signature (Art. 4/k): affixed by hand or a secure electronic signature.

What Is the Date of Application?
Art. 111/4: the date of the signed application in the first paragraph is the date the letter containing the application reaches the records of the Agency.
The Definition of a Working Day - Art. 4/m
Working day: the working days other than the days that are holidays under Law No. 2429 on National Holidays and General Holidays, and Saturdays and Sundays.
Who Determines the Documents? - Art. 12
The Directorate General is empowered to determine what documents will be requested within the scope of this Regulation.
