That obligation is independent of whether the work is harmful. It applies to every printed work and to every issue of a periodical.

The Full Text of the Article - Art. 8

Article 8 (Amended: 6/3/1986-3266/6) - Two copies of each printed work and of each issue of a periodical are sent to the Board Chairmanship on the working day following publication, against a receipt. For works printed outside Ankara the date of posting is taken as a basis.

The Concession for Outside Ankara

The second sentence takes the date of posting as a basis for works printed outside Ankara. So the delivery time does not run against the publisher; what is decisive is the date of posting.

The Sanction and a Problem of Reference

Art. 8/2: in respect of those who do not fulfil the provision of this article, the penal provisions stated in Art. 24 of Press Law No. 5680 are applied.

Do Not Confuse It with the Other Delivery Obligations

Why Does That Obligation Exist?

The Board's power to examine of its own motion (Art. 3) is meaningful only if it can see the works. Art. 8 is the procedural provision that enables that power to operate.
