The delivery obligation is the basis of supervision: the Agency determines whether the qualities and duties have been fulfilled from the copies delivered. In 2024 the article was amended from the ground up.
The Text in Force - Art. 35/1
(Amended: Official Gazette 6/3/2024-32481) - In order to form a basis for the examinations to be made to determine whether the qualities and duties relating to the various articles of this Regulation have been fulfilled on time and completely, newspapers must convey to the Agency:
- (a) At least 2 copies of each issue, whether or not it contains official announcements and advertisements, including the annexes assessed as documents,
- (b) The pages belonging to those issues, in the file format determined by the Agency, through ILANBIS,
by 09.00 on the day whose date it bears.

Printed Copies to the Branches - Art. 35/2
Newspapers published in the provincial centres of branches whose activities relating to the services of the Agency are carried out by another branch of the Agency, and the newspapers within subparagraphs (c) and (ç) of the first paragraph of Article 31, are obliged to convey their printed copies to the branches of the Agency by 16.00 on the (Amended phrase: Official Gazette 19/9/2024-32667) third working day following the day of publication at the latest.

What Changed in 2024?
- Delivery came to be made through ILANBIS and in the file format determined by the Agency - the process was digitised.
- The separate delivery of the pages was written as an express obligation.
- The annexes assessed as documents were expressly included within the scope of delivery.
- The delivery of printed copies was reduced to exceptional groups and its period set as 16.00 on the 3rd working day.

It Operates in the Waiting Period Too
Under Art. 16/2 newspapers in the waiting period must also have all the qualities required and fulfil the duties imposed - the delivery obligation is included in that. We cover the detail in the waiting period guide.

Summary
Newspapers must convey to the Agency, through ILANBIS and by 09.00 on the day whose date it bears, at least 2 copies of each issue including its annexes, whether or not it contains official announcements and advertisements, and the pages belonging to those issues in the file format determined by the Agency. Certain newspapers also convey their printed copies to the branches of the Agency by 16.00 on the third working day following the day of publication.
