The Intersection with Copyright Law
Culture and arts reporting falls within the field of the Law on Intellectual and Artistic Works No. 5846 as regards quotation from works and the use of visuals. We covered the detail in copyright, data protection and access to information in news.
Culture and the Arts in the Official Advertisement Content Requirement
Official Announcements and Advertisements Regulation Art. 79: the content of periodicals that will publish official advertisements must contain original and current content relating to one or more of the subjects of politics, society, the economy, culture, the arts, science, technology, celebrity news and sport.
The Harmful Publications Limit
The assessment of artistic content as regards minors is the subject of Law No. 1117. We covered the detail in harmful publications and the protection of children.
The Artistic Titles
The Press Card Regulation also lists in the title lists two titles directly connected with art:
- the-cartoonist-and-the-right-to-a-press-card-turkey — Art. 19/1-k and its equivalents
- the-illustrator-title-on-the-press-card-list-turkey — Art. 19/1-l and its equivalents
The basis for that is the phrase “intellectual and artistic work” in the definition of a journalist (Art. 4/h).
Criticism and Freedom of Expression
Art criticism is one of the forms of freedom of expression with a wide field of protection; we covered its limits in the legal limits of news reporting and in the constitutional basis of press freedom.
Its Relationship with the Reporter Title
The 17 fields are listed for the managerial titles. The title of reporter, by contrast, appears in every list in a separate sub-paragraph without a field condition (Art. 19/1-h and its equivalents). In practice the name of the field defines the reporter’s specialisation.
We covered the detail in who is a reporter: duties, rights and the press card and in the news manager: duties and the press card title.
