The Relationship with the Page Layout Rules

Official Announcements and Advertisements Regulation Art. 40/1: it is compulsory that writing, pictures, photographs, graphics and the like relate to their texts and that the necessary measures be taken for the content to be easily readable and understandable.

Art. 41/1: it is compulsory for newspapers to take care over printing technique so as to ensure that all kinds of writing, pictures, photographs, graphics, cartoons and the like in their content are easily readable and understandable.

Being Counted in the Staff

In a publication publishing official announcements the cartoonist may also be shown in the intellectual worker staff. The conditions in Art. 18/2 of the Official Announcements and Advertisements Regulation apply; but the writer exception introduced by the 2025 amendment does not cover the cartoonist — the exception is expressly for “those employed as writers”.
