The honest answer: the Law lists no beneficiaries. Who may benefit emerges from reading the purpose article together with the spending procedure.

The Purpose Article: Four Headings
Under Art. 1 the purpose of the Law is:
- Increasing the resources of organisations charged with promoting our country in its various aspects at home and abroad
- Securing the dissemination of the Turkish cultural heritage
- Making State archive services effective
- Seeking to direct international public opinion in the direction of our country's interests
Who Approves the Expenditure?
Art. 4: expenditure from the Promotion Fund is made, to be used in conformity with the purpose of the Law, with the approval of the ministry or institution to be designated by the President.
Secretariat Services
The sentence added to Art. 2 by Decree-Law No. 703: the secretariat services of the Promotion Fund are performed by the ministry or institution to be designated by the President.
What Is Not in the Law
The Resources Are Limited
The Fund has three resources in force today (Art. 3): a budget appropriation, transfers from funds established by law in amounts to be determined by Presidential Decision, and donations, aid and other revenues. The first two subparagraphs were repealed by Law No. 5602 of 14/3/2007.
In addition, 20 per cent of the money collected in the Fund is recorded as budget revenue and as an appropriation in the relevant heading of the Presidency's budget (Art. 4/2).
The Audit Article Was Annulled
Art. 5 was annulled by the Constitutional Court's decision of 24/2/1987, E.1985/24, K.1987/6; its content does not appear in the consolidated text.
What It Means for the Press
The Fund is not framed as a direct press support mechanism; its purpose is promotion, the dissemination of the cultural heritage, archive services and international public opinion. Whether an opportunity arises for the activities of press organisations that coincide with those purposes depends on the practice of the institution running the secretariat.
