The responsible editorial manager is the title responsible for the lawfulness of the content of a periodical, and is named in the legislation on the same line as the responsible manager.

The Regulation lists this title in four separate types of publication and imposes the same condition in all of them:

The Meaning of the Conjunction “or”
The Regulation says “responsible editorial manager or responsible manager”. So the two are alternative titles: the application is made with whichever title is used in the publication, and the two together do not give rise to a separate quota.

Official Announcements and Advertisements Regulation Art. 18/3: with the exception of the responsible manager, the other intellectual workers may reside outside the place of publication or the quota place, provided that they remain within the administrative boundaries of the same province and the neighbouring provinces.
