Whether a local newspaper or an internet news site can obtain official announcements depends on a single text: the Official Announcements and Advertisements Regulation. This article draws its framework.

Purpose - Art. 1

The purpose of this Regulation is to determine the qualities and duties of the periodicals in which official announcements and advertisements will be published, and to ensure their distribution without regard to differences of opinion and interpretation.

Scope - Art. 2

The Regulation covers the provisions on the scope, distribution and publication of official announcements and advertisements, the right to publish them, the duties and powers of intermediation, the qualities and duties of the periodicals that will publish them and the procedures and principles of supervision.

Those Outside the Scope - Art. 2/2

  • The publications of news and photograph agencies
  • Publications printed or reproduced on stationery-type, office-type, desktop or portable digital printing machines, computer printers, duplicating and photocopying machines, other than industrial-type digital machines
  • Publications issued in fascicles, such as encyclopaedias and bulletins, that are not current
  • Any digital medium not having the character of an internet news site, whatever its definition, quality or quantity - including the websites of news and photograph agencies

This Regulation was prepared on the basis of Arts. 34, 35, 36, 45/A, 53 and provisional Art. 9 of Law No. 195 of 2/1/1961 on the Establishment of the Press Advertisement Agency.

News agency publications, publications printed on desktop digital machines and digital media not having the character of an internet news site are outside the scope.
