Its Relationship with the Responsible Manager
The Regulation lists the two in separate sub-paragraphs. That means the same publication may have both a responsible manager and an editorial manager, and that both may obtain a press card separately — provided they stay within the quota limit.

The Night Editorial Supervisor

The Staff Conditions — The Official Announcement Legislation
In a newspaper publishing official announcements, the editorial manager is also shown in the intellectual worker staff. For that, Art. 18/2 of the Official Announcements and Advertisements Regulation requires:
- that the employment contract comply with Law No. 5953 and be written and full-time;
- that the wage be paid in full and in advance, over a full day and a full month (Amended: Official Gazette 10/12/2025-33103);
- that the person actually does the work corresponding to the duty in the contract;
- that the social security notifications and tax accruals be made in time and in full;
- that the person does not engage in a commercial business and does not carry on activity outside journalism;
- that the person resides in the place of publication or the quota place — the flexibilities in Art. 18/3 being reserved.
The General Conditions for a Press Card
The general conditions for a press card are governed in Article 8 of the Press Card Regulation, and the title lists in Articles 19–27. Appearing on the list is not enough on its own: actually working in the news field, being subject to Law No. 5953 and remaining within the quota are also required.
