The Promotion Fund is one of the lesser known but enduring arrangements in the press and promotion field.

Purpose
Art. 1 gathers the purpose under four headings: increasing the resources of organisations charged with promoting our country in its various aspects at home and abroad; securing the dissemination of the Turkish cultural heritage; making State archive services effective; and seeking to direct international public opinion in the direction of our country's interests.
Where Is the Fund Established?
Art. 2: in order to achieve the purpose of this Law, a "Promotion Fund" has been established at the Central Bank of the Republic of Turkey under the direction of the President.
The sentence added to the same article by Decree-Law No. 703: the secretariat services of the Promotion Fund are performed by the ministry or institution to be designated by the President.
The Resources
Art. 3 lists the resources. Two subparagraphs are repealed:

The Spending Procedure
Art. 4: expenditure from the Promotion Fund is made, to be used in conformity with the purpose of the Law, with the approval of the ministry or institution to be designated by the President.
The second paragraph provides for a deduction: 20 per cent of the money to be collected in the Fund is recorded as revenue to the budget on one side and as an appropriation in the relevant heading of the Presidency's budget by the Ministry of Finance and Customs on the other.

- Article 6 - concerns adding subparagraph (F) to Art. 4 of Law No. 3670; it has been incorporated there.
- Article 7 - the ministry or institution to be designated by the President is empowered to determine the public institutions and organisations that will create and organise mutual betting.
- Article 8 - the Law enters into force on the date of its publication.
- Article 9 - the provisions of the Law are executed by the President.
The Articles Decree-Law No. 703 Touched
The list of amendments at the end of the Law shows that Decree-Law No. 703 changed Arts. 2, 3, 4, 7 and 9. Date of entry into force: 9/7/2018 - the date the President took office by oath following the parliamentary and presidential elections held together on 24/6/2018.
