Before the Directorate of Communications, press and information affairs were run by the Directorate General of Press and Information. Its legal basis was repealed in 2018.

The Repealing Provision

Art. 122 of Decree-Law No. 703 of 2/7/2018: Decree-Law No. 231 of 8/6/1984 on the Organisation and Duties of the Directorate General of Press and Information is repealed.

What Took Its Place?

The duties of the Directorate General were transferred to the Presidency's Directorate of Communications with the move to the presidential system. The Directorate's organisation and duties are governed by Presidential Decree No. 14 of 24/7/2018 on the Organisation of the Directorate of Communications.

Checking the Chain of Authority

This calls for a general habit when reading legislation: check the basis article of a regulation or directive - is the higher text it refers to still in force?

A live example is the service-stamped passport directive: it refers as its basis to the Press Card Regulation published in Official Gazette 14/12/2018-30625, whereas that Regulation has been repealed by the 2023 one. Traces of the BYEGM Era

Headings inherited from the earlier period are still visible in the Directorate of Communications' set of directives - for example the BYEGM Legal Counsel Directive and the BYEGM Hosting and Reception Services Directive. Those documents are traces of institutional continuity.
