The project process of the Promotion Fund established by Law No. 3230 is tied to the Directorate of Communications in Art. 15 of Presidential Decree No. 14.
The Directorate's Duty
The first paragraph of Art. 15: the Directorate is charged with examining, or having examined, projects that may benefit from the Promotion Fund established under Law No. 3230 of 10/6/1985, and with submitting to the President the projects found suitable as a result of that examination.

The Sanction for Non-Compliant Projects
The third paragraph of Art. 15: for projects found, on inspection and audit, not to have been carried out in conformity with the protocols and the project documentation, the President decides that all or part of the aid and allocation amounts are not to be paid and, where necessary, that amounts paid are to be recovered.
The Head's Role
Subparagraph (d) of Art. 4/1 lists among the Head's duties: to submit to the President's approval the acceptance of projects examined in relation to the Promotion Fund and the results of audits.
The Fund Itself
Art. 2 of Law No. 3230: in order to achieve the purpose of this Law, a "Promotion Fund" has been established at the Central Bank of the Republic of Turkey under the direction of the President. The sentence added to the same article by Decree-Law No. 703 provides that the secretariat services are performed by the ministry or institution to be designated by the President.

Its Connection with Press Training
The Fund is also the financial source of training programmes directed at press members. Art. 2 of the Regulation on Overseas Professional Training and Internships for Press Members and of the Regulation on Domestic Foreign Language Training provide that the programmes are planned having regard to the financial resources to be allocated for that purpose by the Promotion Fund.
