Promotion to posts outside career expertise is subject to a separate regulation. The Regulation was substantially amended by the Official Gazette of 6/1/2026 No. 33129.
Purpose and Scope
Art. 1: the purpose is to determine the procedures and principles on promotion and title changes, taking as a basis the requirements of the service and personnel planning within the framework of the principles of merit and career.
Art. 2: the Regulation covers those to be appointed substantively to the posts listed in Art. 5, from among the personnel serving within the framework of the provisions of Law No. 657 in the central, provincial and overseas organisation of the Directorate.
The Basis
The provisions of Civil Servants Law No. 657 and of Presidential Decree No. 14, and Art. 15 of the General Regulation on the Principles of Promotion and Title Change in Public Institutions and Organisations (Council of Ministers Decision 15/3/1999-99/12647).

Special Conditions: The Branch Manager Example - Art. 7
Art. 7 (Amended: Official Gazette 6/1/2026-33129) requires, for appointment to the post of branch manager, graduation from a higher education institution giving at least four years of education and a service period that varies according to the post held:

How Is the Exam Held? - Art. 12
Art. 12 (Amended: Official Gazette 6/1/2026-33129):
- The subject headings of the written exam are stated in the exam announcement.
- The promotion written exam may be held by the Directorate or may be had done by ÖSYM, the Ministry of National Education or one of the higher education institutions.
- The title change written exam, by contrast, must be had done by ÖSYM, the Ministry of National Education or a higher education institution.
- Those taking part in title change exams are not required to have served for a given period at the Directorate or in duties unrelated to their level of education.

The Unit Concerned

Summary
Promotion at the Directorate of Communications requires the service period in Art. 68/B of Law No. 657, at least one year of work at the Directorate and success in the promotion exam. The post of branch manager requires an undergraduate degree of at least four years and a service period of 8, 10 or 12 years according to the post held. The title change exam must be had done by ÖSYM, the Ministry of National Education or a higher education institution.
