For local television the quota is ten employees; the board chair counts on top.

Two General Limits
The last two subparagraphs of Art. 26/2 apply to every tier:
- (e) No press card is issued to staff in the foreign bureaux of regionally or locally broadcasting radio and television outlets.
- (f) No press card is issued to those not working in the news field, even if they work under the titles listed above.
The Definition of "Local Broadcasting"
Art. 4 of the Regulation: a local radio and television broadcast is a broadcast service delivered terrestrially within the borders of at most one province.
A regional broadcast is a broadcast service delivered to at least seventy per cent of the total population of the provinces within a geographical region and to the provinces determined within that region by the Radio and Television Supreme Council.

Outlet Conditions
Art. 17 governs the conditions required of radio and television outlets whose staff may be issued press cards. The quota alone is not enough; the outlet must meet those conditions. We cover this in the radio and television conditions guide.
After the Card Is Issued
Art. 38/1-b: where it emerges that the media outlet the holder belongs to does not have, or has subsequently lost, the qualities listed in Chapter Four of the Regulation, the press card is cancelled by the Directorate.
