The conditions for private radio and television sit in Art. 17 of the Press Card Regulation, and they are tied directly to Law No. 6112.
Four Conditions
| Subpara. | Condition |
|---|---|
| (a) | Having obtained the lawful broadcasting permissions conforming to the broadcasting techniques specified in Law No. 6112 and the legislation made under it |
| (b) | Broadcasting in conformity with the broadcasting principles and with the principles on programme types and ratios specified in Law No. 6112 |
| (c) | Broadcasting regularly, save for force majeure and statutory restrictions |
| (ç) | Performing the notification duty in Art. 36 on a change of workplace and/or title |
Quota: By the Scale of Broadcasting
Art. 26/2 sets the quota by whether the broadcast is national, regional or local:
| Broadcast | Quota |
|---|---|
| National radio and television | Board chair + staff in domestic and foreign bureaux, without limit |
| Regional television | Board chair + 19 employees |
| Local television | Board chair + 10 employees |
| Regional radio | Board chair + 7 employees |
| Local radio | Board chair + 2 employees |
The article contains two further limits:
- No press card is issued to staff in the foreign bureaux of regional or local radio and television outlets.
- No press card is issued to those who do not work in the news field, even if they work under the titles listed.
A Separate Article for TRT
Art. 25 separately governs the titles eligible for a press card at the Turkish Radio-Television Corporation. For those requesting a post-linked press card through TRT, the condition in Art. 8/1-f is not sought (Art. 10/3) - that is, the requirement of a contract conforming to Law No. 5953 does not apply.
Eligible Titles in Radio and Television
Art. 26/1 gives a long list. The 2024 amendment added the title of photographer. The list includes news director, reporter, camera operator, presenter, news or sports commentator, editor, audience representative and sign language interpreter.
Summary
- Private radio and television outlets need broadcasting permissions under Law No. 6112, compliance with broadcasting principles and programme type ratios, regular broadcasting and compliance with the notification duty.
- The quota is unlimited for national broadcasting, 19 for regional television, 10 for local television, 7 for regional radio and 2 for local radio.
- No card is issued to those not working in the news field.
