The right to official announcements is not a permission but a right acquired by meeting the conditions. The Regulation defines it in three steps.
The Definition of the Right - Art. 9
Newspapers and internet news sites that fulfil their qualities and duties completely and on time, in accordance with the procedures and principles determined according to the categories in this Regulation, acquire the right to publish official announcements.
Three Conditions - Art. 11

The General Qualities - Art. 17
The general qualities determined by the General Assembly for the commencement and continuation of the right of newspapers and internet news sites to publish official announcements are governed in that section.
What is governed in that section (Arts. 17-29):
- The staff conditions (Art. 18) and those who may and may not be counted in the staff (Arts. 19, 20)
- Content (Art. 23), the dateline (Art. 24) and similarity in content (Art. 25)
- A change of name and domain name (Art. 26)
- The invoice (Art. 27) and accounting (Art. 28)
- The obligation to have a workplace (Art. 29)

Who Determines the Documents?
Art. 12: the Directorate General is empowered to determine what documents will be requested within the scope of this Regulation.
