The Head of Communications is the most senior officer of the Directorate, and their powers are listed in five subparagraphs in Art. 4 of Presidential Decree No. 14.

Direct Responsibility
The second paragraph of Art. 4: the Head is directly responsible to the President for carrying out the duties specified in the first paragraph.

The Role in the Promotion Fund
The duty in subparagraph (d) is read together with Art. 15. Under Art. 15 the Directorate is charged with examining, or having examined, projects that may benefit from the Promotion Fund established under Law No. 3230, and with submitting the projects found suitable to the President.
- The amounts of aid and allocation to be made for projects are determined by the President (Art. 15/2).
- For projects found on inspection and audit not to have been carried out in conformity with the protocols and the project documentation, the President decides that all or part of the aid and allocation amounts are not to be paid and, where necessary, that amounts paid are to be recovered (Art. 15/3).

The Power to Make Arrangements
Art. 19 grants the Directorate a duty and power of arrangement: it may make administrative arrangements on matters within its field of responsibility. That power is the basis of many subordinate instruments, from the Regional Directorates Regulation to the State Information System Directive.
Delegation and Responsibility
- Art. 18 - the responsibility of managers: managers at every level are responsible to the level above for carrying out their duties in conformity with the legislation.
- Art. 20 - delegation of authority: delegation does not remove the responsibility of the person delegating.
