The Persons Who May Obtain a Press Card — Art. 7/1-b
Press cards may be given to the owners of periodicals or the representatives of legal persons and to the chairs of the boards of directors of radio and television organisations.
A Privileged Position in the Quota
The quota provisions almost everywhere take the form “to the owner or the representative of the legal person together with N employees”. So the owner is not included in the quota but is added on top of it:

Conclusion
The holder of the concession is listed in the Press Card Regulation, together with the representative of the legal person, in the first sub-paragraph of every periodical list; in radio-TV, Anadolu Agency and TRT the counterpart is the chair of the board of directors. In the quota calculation the owner is kept outside the employee quota. By contrast, in the official announcement legislation the holder of the concession may not appear in the intellectual worker staff.
