Law No. 5953 does not merely confer rights; it also assigns the supervision of those rights to a specific authority. Two articles set that framework.
Article 24 — Inspection and Supervision
The article provides: the monitoring, supervision and inspections considered necessary to keep the provisions of this Law in good order are carried out by the Ministry of Labour.
The article also cross-refers on procedure: the sixth chapter of Labour Law No. 3008 on the supervision and inspection of working life, and the related penal provisions of that Law, apply.
Article 30 — Who Imposes the Fine?
The last paragraph of Article 30 is explicit: the administrative fines set out in this Law are imposed by the regional director of the Ministry of Labour and Social Security for that locality.

Article 25 — Rights Cannot Be Pulled Down
Article 25 provides that the obligations falling on the employer as a result of the application of this Law cannot be relied on as a reason for reducing journalists' wages and other rights to lower levels. Acting contrary to this is sanctioned with an administrative fine under Article 30.
The Notification Chain Feeds Supervision
Under Article 9 the making of the contract by the employer, and its termination by the terminating party, is notified by declaration within fifteen days to the Regional Directorate of Labour, the civil administration and the union. That is how the supervisory authority learns of contracts and terminations.
Where Do Disputes Go?
Administrative supervision and litigation are separate. Under Additional Article 4, legal disputes arising from any claim of right under this Law are heard by the labour courts.
