Art. 45 of the Press Card Regulation deals with loss and wear together: in both cases a new press card may be requested by applying to the Directorate.

Documents Required in Case of Loss

The second paragraph lists what must be attached to an application in case of loss:

  • A report stating the circumstances and/or the copy of the newspaper carrying the loss notice
  • A document showing that the applicant is still working

At Most Twice a Year

The third paragraph sets a limit: a press card request on grounds of loss or wear may be made at most twice within a calendar year.

Within a calendar yearPosition
1st requestAccepted
2nd requestAccepted
3rd requestCannot be made

No Commission Decision Required

The fourth paragraph shortens the process: where a press card is requested again on grounds of loss or wear, the card may be renewed by the Directorate without a Commission decision, provided the conditions in Art. 8 or Art. 9 are met.

This is one of three situations in the Regulation where no Commission decision is required:

SituationArticle
Renewal on grounds of loss or wearArt. 45/4
Renewal of a card whose validity has expiredArt. 47
Renewal on starting work during a free card periodArt. 37/3

The Risk of a Lost Card Being Used by Someone Else

The Card Fee

Under Art. 48 a card fee and a service fee not exceeding cost may be charged for cards to be issued. A card reissued on grounds of loss falls within this scope.

Do Not Confuse This with a General Card Replacement

Art. 43 governs a different situation: the Directorate may decide on a general card replacement, and this is announced through the Directorate's website, Anadolu Agency and TRT. A general replacement covers everyone; loss is an individual application.

Summary

  • In case of loss or wear, apply to the Directorate for a new card.
  • In case of loss, attach a report and/or the loss notice, and a document showing you are still working.
  • The request may be made at most twice in a calendar year.
  • If the conditions are met, the card is renewed without a Commission decision.
