The department first on the list of the Directorate's service units carries out Turkey's communication directed at international public opinion.
The Department's Duties
Art. 6 of Presidential Decree No. 14 lists the duties:

Its Connection with the Promotion Fund
The department's field of duty overlaps with the purpose article of Law No. 3230. Art. 1 of that Law sets the purpose as: increasing the resources of organisations charged with promoting our country in its various aspects at home and abroad, securing the dissemination of the Turkish cultural heritage, making State archive services effective, and seeking to direct international public opinion in the direction of our country's interests.
Art. 15 of Presidential Decree No. 14 charges the Directorate with examining, or having examined, projects that may benefit from the Promotion Fund and submitting those found suitable to the President. We cover it in the Promotion Fund and the Directorate.
The 2020 Amendment
Its Relation with the Translation Department
Art. 9 lists among the duties of the Department of Translation the translation into the languages needed of publications prepared for the purpose of promoting Turkey (as amended by Presidential Decree No. 66). The two departments work together at that point.
