The Condition of Working in the News Field
The ability of administrative titles to obtain a press card depends on the condition of working in the news field; that condition is written expressly in the Regulation for Anadolu Agency (Art. 23/2), TRT (Art. 25/2) and radio and television (Art. 26/2-f).
We covered the detail in what working in the news field means and in which roles cannot receive a press card.
The Counterpart in the Official Announcement Legislation
Art. 20/1 of the Official Announcements and Advertisements Regulation provides that, according to the type of company, the company managers and the partners authorised to represent may not appear in the intellectual worker staff.
Conclusion
The institution manager and the administrative manager are listed in the Press Card Regulation in the same administrative titles sub-paragraph as the director general and the general coordinator. That sub-paragraph appears in the lists for newspapers, magazines, agencies and internet news sites; it is absent from the lists for fortnightly publications, Anadolu Agency and TRT, and in radio and television only the director general or the general coordinator is listed.
