The title of foreign representative appears in the Press Card Regulation only in the TRT list. In other types of publication the foreign dimension is a matter of quota, not of title.

Do Not Confuse It with a Press Counsellorship

Foreign Media Members
Press Card Regulation Art. 7/1-c: a press card may be given to foreign media members acting on behalf of media organisations whose field of duty covers Turkey, and to foreign media members who come to Turkey for a temporary period for news purposes even though their field of duty does not cover Turkey. Conclusion
The title of foreign representative appears in the Press Card Regulation only in the TRT list (Art. 25/1-c). In other types of publication foreign bureaux are governed by the quota provisions: there is no limitation for large national and regional daily newspapers and national radio and television; at most 25% for local daily newspapers; and nothing at all for small publications, non-political publications, fortnightly publications and regional-local radio-TV.
