The editor-in-chief is the most senior publication title, the one that determines the editorial line. In the Press Card Regulation it is listed in a single sub-paragraph together with its three equivalents.

Legal Responsibility
Press Law No. 5187 builds criminal liability through the author of the work and the responsible manager; the “editor-in-chief” is not named in the Law with that capacity. In practice, however, the same person may be both editor-in-chief and responsible manager.
The Independence of the Broadcaster
We covered the ban on interference before broadcast under Law No. 6112 in the ban on prior interference and the independence of the broadcaster.
Appearance in the Imprint
Art. 36/1 of the Official Announcements and Advertisements Regulation requires the imprint of a newspaper to contain the owner of the publication, the representative of the legal person, the publisher if any, the responsible manager (editorial manager), the type of publication and the place of administration. The editor-in-chief is not a compulsory element of the imprint; in practice most publications show it all the same.
We covered the imprint in what must appear in a newspaper imprint and in the imprint template for an internet news site.
The Other Three Titles
Conclusion
The editor-in-chief is an alternative title listed in the Press Card Regulation in the same sub-paragraph as the general publication coordinator, the general publication manager and the publication director. In fortnightly and less frequent publications only the publication director is listed, and at internet news sites the titles are set out as internet publication manager / internet publication director. The chain of criminal liability under Law No. 5187 is built through the responsible manager.
