The quorum is thirteen. On a commission of nineteen members that is close to two-thirds attendance.
Frequency of Meetings
Article 34/1: the Commission meets in ordinary session at least three times a year on the Directorate's convocation, subject to force majeure. Where needed it may also meet extraordinarily — on the Directorate's own motion or on the written request of an absolute majority of the members.
The Quorum and What Happens If It Fails
Article 34/2: the meeting is held with the participation of at least thirteen members. If the required majority is not reached at the first meeting, a second meeting is held within thirty days at the latest, and — except for the meeting to elect the chair — no quorum is required at the second meeting.

Remote Participation
Article 34/3: meetings may also be held by remote access, provided sound and image are transmitted together. Making proposals, expressing views and voting remotely produce all the legal consequences of physical attendance.
How Decisions Are Taken
Article 34/4: decisions are taken — except at the meeting to elect the chair and deputy chair — by an absolute majority of the members attending.
The Agenda
Article 35/1: the applications to be considered at a meeting are finalised at least five days before the meeting date and made available to members electronically.
Attendance Matters for Membership
Article 32: the membership of a member who fails to attend three consecutive meetings without excuse ends. Members notify their excuse to the Directorate in writing before the meeting day, and the Commission decides on its validity (Art. 33/1-c).
Order of Proceedings
Sub-paragraph (d) of Article 33/1 gives the Commission power to warn a member disrupting the order of proceedings and, on persistence, to decide on their removal from the meeting.
Bottom Line
