The official announcement coefficient is the second half of the quota calculation. Your total indicator number measures your own performance; the coefficient determines how many announcements that performance corresponds to in a given month. It is regulated in Article 73 of the Regulation on Official Announcements and Advertisements.
The formula
Article 73 provides: the official announcement coefficient is obtained by dividing the amount of official announcements published over a month in a given place of publication or quota location by the sum of the indicator numbers applied to the newspapers or online news sites published there and holding the right to publish.

Article 74 then comes into play: your monthly quota is your own total indicator number × the coefficient. The announcement volume for that month is thereby shared among the right-holders in proportion to their indicators.
Why is the coefficient known only at the end of the month?
Because both the numerator and the denominator of the formula are quantities that can change during the month:
- Numerator: how many announcements fall to your quota location that month cannot be known in advance. The announcement volume of public bodies varies from month to month.
- Denominator: a new publication may acquire the right in your quota location, a publication’s right may be suspended, or a publication may enlarge its indicator by obtaining an additional indicator.
The reverse is also true: if a publication in your quota location loses its right, the denominator shrinks and the coefficient grows. Following the quota and distribution tables published through İLANBİS regularly is therefore the most direct way of understanding why your revenue fluctuates.
A simple example
Suppose there are three online news sites in a quota location and the amount of official announcements published there that month is 300,000 units.

The coefficient = 300,000 / 550 ≈ 545.45. The quotas are therefore A ≈ 81,818, B ≈ 122,727 and C ≈ 95,454 units. If a fourth site acquires the right in the same quota location and joins with an indicator of 150, the denominator rises to 700, the coefficient falls to 428.57 and A’s quota drops to 64,285 — although its own indicator has not changed at all.
Do not confuse the coefficient with the fee
The coefficient does not determine the price of an announcement. The price of official announcements is subject to a separate instrument — the Official Announcement Price Tariff. The coefficient is only a ratio determining how the announcement volume for that month is shared among the right-holders.
Conclusion
Coefficient = the monthly official announcement amount in the quota location ÷ the total indicator numbers there. Your quota = your own total indicator × the coefficient. The coefficient forms at the end of the month because both the announcement volume and the indicators of the right-holders can change during it.
