The measure for magazines differs from newspapers: not surface area but page count. Three separate tables operate by publication frequency.
1. Weekly Political Magazines (Art. 20/2-b)

2. Non-Political Magazines (Art. 21/2-c)
Art. 21 governs non-political newspapers and magazines. For magazines the top tier reads: press cards are issued to the owners or representatives of the legal persons of those with 100 or more pages, together with 14 employees.
That the same page count gives 25 for a weekly political magazine and 14 for a non-political one shows the Regulation granting political publications a wider quota.

The thresholds differ across the three tables; calculating without knowing which table applies to you is misleading:

Fortnightly Newspapers
Art. 22 also covers newspapers: for those published fortnightly with a total surface area of 1.60 m² or more, cards are issued to the owner or representative of the legal person together with 7 employees. Applications from newspapers published at intervals longer than a fortnight are not accepted.

What an Extra Page Is Worth
Because the tables are tiered, a small increase in page count can multiply the quota. In a weekly political magazine, going from 59 to 60 pages raises the quota from 2 employees to 9.
