The Title Lists Are Closed
Chapter Five of the Regulation enumerates, for each type of publication, the titles eligible for a card. Accounting, finance, human resources, procurement, legal and IT titles do not appear on those lists.

A Different Role in the Quota Calculation
That accounting staff cannot get a card does not affect the outlet's quota. The quota is set by the type and scale of the publication; Art. 27/2, for instance, ties the quota for internet news sites to the number of employees insured under Law No. 5953:

Why the Scope of Law No. 5953 Matters
Art. 1 of Law No. 5953 covers persons working in any kind of intellectual and artistic work at the places within its scope and falling outside the definition of "worker" in the Labour Law. Accounting is not intellectual or artistic work.
What Happens on Audit
Art. 42 governs auditing, and under Art. 29 the Directorate may request information and documents from the Social Security Institution and tax offices. The staffing structure is therefore visible from the records.
Summary
- An accountant cannot get a press card: the title is not on the Regulation's lists and the news field condition is not met.
