The State Information System (DES) is a system serving the timely and accurate information of the competent authorities and of the public. Its use is governed by a directive and its rules are strict.

How Is an Application Made? - Article 5
DES applications are made online by completing the DES application form (desbasvuru.iletisim.gov.tr). The fields that must be completed on the form:
- Name and surname
- The institution and unit where the applicant serves
- Title
- E-mail address - it must be an institutional e-mail address
In addition, a DES request letter on headed paper signed by the authorised person is uploaded to the system as a file through the document upload section.
Approval and Password
Whether the application form has been completed in accordance with the procedure is assessed by the Press and Publications Department and submitted for the approval of the Head or of the authority authorised by the Head. Following written approval a username and password are defined and sent to the applicant's e-mail address.
Renewal Every 3 Months - Article 6
From the definition of the username and password onwards, every 3 months an activation link is sent to the e-mail address stated by the institutional officer on the application form. Where that link is activated the subscription is renewed on the same conditions.
Conditions of Use - Article 7

Grounds for Cancellation - Article 8
In the following situations the subscription is cancelled with the approval of the Head or of the authority authorised by the Head:
- (a) Failure to comply with the conditions of use
- (b) Establishing that an application was made that is not in accordance with the procedure or that contains a declaration contrary to the truth
- (c) The activation link not being activated within 1 month of being sent
Delegation and Entry into Force
Article 9: the Head may delegate powers within the scope of this Directive to managers at lower levels, on condition that the limits are expressly stated and that this is done in writing. The delegation is announced to those concerned by suitable means; but delegation does not remove the responsibility of the superior delegating the power.
Article 10 repealed the earlier DES Directive put into force by the approval of the authority. The Directive is executed by the Head of Communications (Art. 12).

Summary
