The sales additional indicator is the item that can increase the official announcement quota the most: at the top step it reaches a rate of twice. It is governed in two paragraphs for two separate groups of newspaper.
The First Paragraph: National and Category 1 and 2 Newspapers

Do Not Confuse It with the Minimum Sales Condition
The figures in Table-4 of Art. 44 are the minimum sales needed to preserve the right; the figures in Art. 51 are the thresholds that increase the quota.

A Warning on Commission-Free Invoices - Art. 43/2
(Added sentence: Official Gazette 8/12/2023-32393) - Commission-free invoices issued in respect of the sale of newspapers are not taken into account in calculating actual sales.
The Common Conditions - Art. 47
- To have published official announcements for at least 6 months
- To fulfil the additional indicator condition for at least 1 month backwards
- To notify the request to the Agency in signed form, expressly stating the article

Summary
For national newspapers and those in Categories 1 and 2 the sales additional indicator rises in five steps from over 10,000 copies (1/3) to over 100,000 copies (2 times); for local and regional newspapers in Categories 3, 4 and 5 it rises in four steps from over 1,000 copies (1/6) to over 10,000 copies (1/2). At each step a certain number of sales through dealers is also required. Category 6 newspapers are outside that indicator.
