Printing a newspaper is not enough: it must actually reach the dealer and that must be documented. Article 42 establishes that chain in six paragraphs.
The Requirement of a Distribution Undertaking - Art. 42/1
The distribution of newspapers to the secondary and final-point dealers in the place of publication must be carried out through undertakings established for the purpose of distributing periodicals. It is compulsory for the distribution undertaking to have every facility similar to its equivalents in terms of its workers, vehicles and technical equipment and physical conditions.

National Newspapers - Art. 42/2
National newspapers must offer their dealer sales for distribution through the undertakings stated in the first paragraph, same-day, in at least 70% of the country, in each geographical region together with the place where the place of management is located, through the secondary dealers attached to those undertakings, carry them out at the final-point dealers, and document that matter.

If There Is No Distribution Undertaking - Art. 42/3
Where there is no distribution undertaking of the character stated in the first paragraph in the place of publication of newspapers, they must carry out their dealer sales through at least two final-point dealers, having regard to the points of sale in the place of publication, and document that matter.
The Time Rule - Art. 42/4
It is compulsory for each issue of newspapers to be offered for sale at the final-point dealers by 09.00 at the latest on the day whose date it bears.
Notification of the Sales Data - Art. 42/5
It is compulsory for newspapers to take the necessary measures for the data relating to the sales made through the final-point dealers to be notified by the undertakings carrying out the distribution business.
A Change of Dealer - Art. 42/6
Where the dealer or dealers carrying out the distribution of newspapers change, it is compulsory for the change to be notified to the Agency by the newspaper in signed form within 3 working days at the latest.
