The Regulation on Official Announcements and Advertisements sets no monthly content threshold. The threshold is daily and is set category by category in Article 60. A monthly figure is derived from it: the daily number set for your category multiplied by the number of days in the month.
Monthly equivalents
The table below shows what the daily thresholds amount to in a 30-day month. These figures are not written in the Regulation; they are calculated from the daily threshold.

The table is a planning tool, not a target. Reaching 600 items by the end of the month does not mean you met the daily threshold within that month.
Why the monthly total is not enough
Because the condition is daily, measurement is on a daily basis. If you fell below the threshold on one day, you cannot make that day up by publishing twice as much the next. The defence “I met it in total this month” produces no result against a condition framed daily.
The public holiday exemption
The Regulation grants one exemption. Under Article 56(4) the visitor traffic and content conditions are not sought from online news sites on the days falling on the Ramadan and Sacrifice holidays, provided they notify the Agency at least three working days in advance.
Two details matter. First, the exemption does not operate automatically — without notification those days count as ordinary days. Second, the exemption covers both the content and the traffic condition; separate notifications are not required.
The equivalent for newspapers is in Article 34(5): newspapers may refrain from publishing for the Ramadan and Sacrifice holidays provided they notify the Agency at least three working days in advance, or — in cases of force majeure — within three working days.
Strikes
Article 56(3) regulates a different situation: where online news sites obliged to interrupt publication because of a strike resume publication within 30 days of the date the strike ended, fulfilling the qualifications and duties sought other than the visitor traffic conditions, their right to publish official announcements continues.
Article 34(4) sets up a similar arrangement for newspapers; there the item excepted is the actual sales figure condition.
Conclusion
There is no monthly content threshold in the Regulation; the threshold is daily and varies from 15 to 120 items by category. A monthly figure derives from it but measurement is made day by day — a missed day cannot be closed by a bulk upload. Exemptions exist for holidays and strikes, but all of them depend on notification.
