In the official announcement system the place of publication is the basic concept determining a newspaper's category, quota, staff number and sales conditions. Article 31 governs it in four subparagraphs.

Subparagraph (a): The Metropolitan Provincial Centres
Thirty provinces are listed in that subparagraph: Adana, Ankara, Antalya, Aydın, Balıkesir, Bursa, Denizli, Diyarbakır, Erzurum, Eskişehir, Gaziantep, Hatay, &Inodot;stanbul, &Inodot;zmir, Kahramanmaraş, Kayseri, Kocaeli, Konya, Malatya, Manisa, Mardin, Mersin, Muğla, Ordu, Sakarya, Samsun, Tekirdağ, Trabzon, Şanlıurfa, Van. For each province the districts included in that single place of publication are listed one by one.
Subparagraph (b): The Provinces with Central Municipality Status
Adıyaman, Afyonkarahisar, Ağrı, Aksaray, Amasya, Ardahan, Artvin, Bartın, Batman, Bayburt, Bilecik, Bingöl, Bitlis, Bolu, Burdur, Çanakkale, Çankırı, Çorum, Düzce, Edirne, Elazığ, Erzincan, Giresun, Gümüşhane, Hakkâri, &Inodot;ğdır, Isparta, Karabük, Karaman, Kars, Kastamonu, Kırıkkale, Kırklareli, Kırşehir, Kilis, Kütahya, Muş, Nevşehir, Niğde, Osmaniye, Rize, Siirt, Sinop, Sivas, Şırnak, Tokat, Tunceli, Uşak, Yalova, Yozgat, Zonguldak - the centre of each is a single place of publication.

Administrative Changes - Art. 31/2
The procedures and principles for the application of this Regulation to the new administrative structures that will arise as a result of administrative divisions and/or mergers are determined by the Board of Directors.
If There Is No Newspaper Holding the Right - Art. 31/3
Where there is no newspaper holding the right to publish in the districts included within the borders of a metropolitan municipality under Laws No. 5216, 5747 and 6360, the places of publication belonging to those districts are accepted within the places of publication determined in subparagraph (a) of the first paragraph for the province to which they are attached.
What Does the Place of Publication Determine?
- The category (Art. 32) - from the 1st Category to the 6th Category
- The application of the waiting period and the quota
- The minimum staff number (Art. 38)
Summary
Under Art. 31 of the Regulation the central districts listed of 30 provinces with metropolitan municipality status count as a single place of publication as the provincial centre; the centre of each of the 51 provinces with central municipality status is a single place of publication; certain district clusters in Hatay, Kocaeli, Muğla and Tekirdağ each count as a single place; and each of the remaining districts is a separate place of publication. Where there is no newspaper holding the right in a district within metropolitan borders, that district is included in the provincial centre.
