The new Regulation repealed the 2016 rules in their entirety — but managed the transition through seven provisional articles.
The Repeal — Art. 118
The Regulation on Official Announcements and Advertisements and the Periodicals That Will Publish Them, published in the Official Gazette of 5/10/2016, No. 29848, has been repealed.
Provisional Article 1: The Staff Exception
The provision of the second paragraph of Article 20 of this Regulation is not applied, as regards spouses, to intellectual workers notified to the Agency over İLANBİS before 1/1/2023.
Provisional Article 2: The Publishing Right
Where newspapers holding the right to publish official announcements are unable to fulfil the provisions of this Regulation, their publishing rights are suspended.
Provisional Article 3: Transitional Provisions
Until the provisions of this Regulation enter into force, the relevant provisions of the Regulation repealed by Article 118 continue to be applied.
Provisional Article 4: The Internet News Sites of Newspapers Holding the Right

Provisional Article 5: The Sites of Newspapers in the Waiting Period
The internet news sites of newspapers made subject to a waiting period that were notified to the Agency before the publication of the Regulation are, provided that they make a signed application within 60 days at the latest of the notification of the decision that the newspaper has completed its waiting period and acquired the right to publish official announcements, given the benefit of official announcements according to their quota places without being made subject to a waiting period, if they fulfil in full the provisions on internet news sites.
Provisional Article 6: The Sites of Newspapers and Magazines Holding the Advertisement Right
The internet news sites belonging to newspapers and magazines holding the right to publish official advertisements are, provided that they make a signed application by 31/3/2023 and fulfil in full the provisions on sites publishing only official advertisements, included after 1/4/2023 in the section of the list of periodicals concerning internet news sites to which only official advertisements may be given, without being made subject to a waiting period.
Provisional Article 7: The Earthquakes of 6 February 2023
(Added: Official Gazette 28/2/2023-32118) — For newspapers published in the provinces and districts of Adana, Adıyaman, Diyarbakır, Gaziantep, Hatay, Kahramanmaraş, Kilis, Malatya, Osmaniye and Şanlıurfa, which were affected by the earthquakes centred on Kahramanmaraş on 6/2/2023 and in which a state of emergency was declared, and which hold the right to publish official announcements and advertisements or are within the waiting period:

The Board of Directors is empowered to extend the application period of some or all of the provisions concerning the application of this provision by three months or more, should the effect of the earthquake continue.

Conclusion
The new Regulation repealed the Regulation on Official Announcements and Advertisements and the Periodicals That Will Publish Them of 5/10/2016, No. 29848. Seven provisional articles govern the transition: the staff exception as regards spouses, entry without a waiting period for the internet news sites of newspapers holding the right and of those within the waiting period, inclusion in the official-advertisement-only section, and the postponement of the minimum actual sales conditions for the earthquakes of 6 February 2023.
