The Press Card Regulation directs the work permit applications of those requesting a temporary card to a particular provision: Art. 16 of Law No. 6735.
The Directing Provision
Press Card Regulation Art. 9/2: a work permit under Law No. 6735 must also be obtained for those who are not insured under Art. 4/1-(a) of Law No. 5510 and who request a temporary press card. Work permit applications within this paragraph are assessed exceptionally within the framework of Art. 16 of Law No. 6735.
The same direction appears in Additional Art. 4 of Law No. 5187.
What Does Art. 16 Say?
Art. 16 of Law No. 6735 provides that exceptions to the application of Arts. 7, 9 and 10 of this Law may be granted to the foreigners it lists, in conformity with the international labour force policy determined by the Ministry.

The Categories in Art. 16
The article lists the categories in nine subparagraphs:
- (a) Those assessed as qualified labour by reason of their level of education, wage, professional experience, contribution to science and technology and similar features
- (b) Those assessed as qualified investors by reason of their contribution to science and technology, level of investment or export, the size of the employment they will provide and similar features
- (c) Those employed by their employer for a certain period in a project carried out in Turkey
- (ç) Those notified by the Ministry of Interior or the Ministry of Foreign Affairs as being of Turkish descent
- (d) Citizens of the Turkish Republic of Northern Cyprus
- (e) Citizens of European Union member states
- (f) Applicants for international protection, conditional refugees, those granted temporary protection, stateless persons, or victims of human trafficking benefiting from the victim support process under Law No. 6458
- (g) Those married to a Turkish citizen and living with their spouse in marital union in Turkey
- (ğ) Those working without diplomatic immunity at the representations in Turkey of foreign states and international organisations
- (h) Those coming to Turkey for scientific, cultural, artistic or sporting purposes, having distinguished themselves at international level by their success in their field
- (ı) Cross-border service providers
Who Decides?
The article says exceptions may be granted in conformity with the international labour force policy determined by the Ministry. Under Art. 6/1, a work permit is issued by the Ministry on the basis of the international labour force policy determined under Art. 4.
To Whom It Applies: Two Conditions
For Art. 9/2 of the Press Card Regulation to operate, two conditions are sought together:
