The difference between robots.txt and meta robots
robots.txt and the meta robots tag built on this page operate at two completely different layers. A Disallow rule in robots.txt stops a bot from crawling a page — the bot never visits that URL at all. A meta robots tag with noindex, on the other hand, only works if the page has actually been crawled: the bot has to visit the page, see the noindex directive in the HTML, and only then decide to keep it out of the index.
That's why blocking a page in robots.txt while also adding noindex to it is a common but self-defeating mistake: since the bot never crawls the page, it never sees the noindex tag, and the page can still remain in the index (if it's linked from elsewhere). If you want a page reliably kept out of the index, don't block it in robots.txt — just use noindex.
Non-HTML files such as images, PDFs, and videos can't contain a <meta> tag, so the same directives have to be sent server-side via the X-Robots-Tag HTTP header instead — Google Search Central officially supports this method and it accepts the same directive syntax (index/noindex, follow/nofollow, noarchive, max-snippet, and so on).
Finally, the nofollow directive built here is a page-level setting that affects every link on the page; that's different from a rel="nofollow" attribute on an individual <a> tag, which only affects that single link and not the rest of the links on the page.
