TTL (Time-To-Live) specifies, in seconds, how long a DNS record is cached by resolvers (your ISP's, or public ones like Google's 8.8.8.8). When you change a record, some users may still see the old value until the TTL expires — which is why lowering the TTL ahead of time (24-48 hours before a major change like a server migration or IP swap) to something small (e.g. 300s) is a common practice to minimize downtime.
